UNAUTHORISED DEVELOPMENTS
1. The Mystery of the Missing Golf Ball
The Councillors and Officers of Harrogate Borough Council will be shocked to learn that one of Menwith Hill's world-famous top-secret golf balls has vanished. Where formerly there were three
at 36Y, S of the RUNWAY array, there are now only two.
The golf ball on the W of 36Y appears also to have increased in size.
The Council has given unqualified approval and raised no objections to every plan for all the golf ball developments at Menwith Hill. It is unacceptable that the US NSA authorities have not
sought any planning clearance to remove any of the golf balls so well-regarded by the Council. The Council could consider granting the remaining golf balls protected status in case any more
unapproved disappearances occur.
There is no satisfactory explanation and the conclusion, therefore, must be that the golf ball has been stolen. The matter has been reported to the Ministry of Defence Police, who have been
unable to help and evidently failed to notice that a golf ball had disappeared from under their noses. They seem to think I may have had a hand in it, but the golf ball is more likely to
have been abducted by terrorists. The Council must trust they are vigilantly guarding the rest and that no more will disappear mysteriously without warning.
2. Mysterious Building Appears Without Warning
The golf balls at 36Y were mounted on a platform on legs. Walls have now been constructed to convert it into a building. The Councillors will be horrified to learn that it has not been
painted in their approved shade of gull-wing grey.
It is suspected that this building is in use by Intelligence Agents of a foreign power.
3. The Mystery of Unapproved Proliferating Satellite Dishes
I regret to have to inform you that no Notice of Proposed Development, as required under the conditions of Circular 18/84, has been submitted to the local authority at any time accompanying
plans for a number of satellite dishes in the Antenna Field and Operations Area.
The following have been noted at Menwith Hill:
(a). Four uncovered brown dishes mounted in a square formation on a pole in the Antenna Field.
(b). One skin-covered grey dish pointing NW over Steeplebush 11.
(c). One drum-type grey dish adjacent to Antenna C.
(d). One brown uncovered dish mounted on the TACO aerials.
Local householders are required to obtain planning clearance for the erection of a 90cm satellite dish on their properties. The US NSA is thus required to submit NoPD.
Is this the tip of the iceberg and who is responsible for oversight and control of these developments?
4. The Mysterious Appearance of Three Electricity Generators
What look suspiciously like three generators are located to the E of Steeplebush 11. They are painted a hideous shade of snot green.
These generators appear to be connected to Steeplebush 11, which means that they are components of the Space Based Infrared System, colloquially known as 'Star Wars'.
In October 2001 the Ministry of Defence assured the Harrogate Borough Council that any developments for 'Star Wars' would be submitted to the Council for consultation.
Is the Council Executive conducting top-secret clandestine discussions with the Security Services of a foreign power?
5. Mysterious Disappearance of Internal Patrol Track
I wrote to you on 11 May and asked for a response to the issues I raised. I still await reply to the letter.
In my letter I complained about the adverse environmental impact, particularly in the area of the Orchid Reserve, caused by construction of an internal patrol track.
It has gone.

PS It has taken one month for a team of six men, equipped with excavators and dumper trucks, to remove the internal patrol track. They are to be followed by the gardeners replacing topsoil.
The area will be allowed to regenerate naturally.
