Harrogate Borough Council recent decision re planning application for removal of underground fuel storage tanks and
installation of replacement above ground fuel storage tanks at NSA Menwith Hill
Letter dated 13 February 2003 from Helen Sephton - District Team Leader - Department of Technical Services Harrogate Borough Council.
I write to advise you that it was decided to offer No objections with observations. 1. To assess the risks to the water environment and to prevent pollution of the water environment no development approved by this permission should be commenced until an
investigation to assess the impact of the site on the water environment has been undertaken to identify the risk of pollution and specify any remedial measures required; and a report
detailing these measures has been submitted to, and approved, by the Local Planning Authority. Thereafter, the development shall then proceed in strict accordance with the measures
approved.Any visibly contaminated or odorous material encountered on the site during the development work, must be investigated. The Planning Authority must be informed immediately of the
nature and degree of contamination present.
2. To protect the groundwater quality in the area full structural details of the installation, including the means of excavation, details of excavation, details of the tank, its
surround, associated pipework and monitoring system must be submitted to and approved by the Local Planning Authority prior to the commencement of the work on site. Thereafter all
installation shall proceed with the approved details.
3. To protect the groundwater quality in the area details of the final surfacing and containment arrangements for all areas used for the storage, handling, loading and unloading of
fuels, oils, chemicals or effluents shall be submitted to, and approved in writing by the Local Planning Authority. Thereafter the approval scheme shall be fully implimented and retained
throughout the life of the development. 4. Copies of Parish Council’s and others observations / objections are attached for your information. Yours sincerely Helen Sephton - District Team Leader PLEASE NOTE: CAAB submitted two letters of objections (one each from Anni and Lindis) to this proposal outlining the need for soil and water analysis, the
dangers and various other environmental objections. The fact that HBC has put in observations addressing these issues is a major step forward. CAAB has monitored Harrogate Planning Department for over 10 years, has put in pertinent objections and attended and spoken at public Planning meetings. These applications used to
go through 'on the nod'. Although this application will eventually go through HBC have at least laid down some ground rules before it goes ahead. It just shows that it is well
worth submitting objections on environmental grounds even though, as HBC now admit, it is the MOD not they who are the authorising authority in planning matters concerning Menwith
Hill. |
