It's been another really busy year ... needing to respond to several world crisis - Iraq and Kosovo and Indian and Pakistani nuclear testing spring to mind ... and lots of letter writing and production of leaflets ... and continuing to monitor Harrogate Planning Department……and to ask Parliamentary Questions ... and taking action through the courts.

Menwith Hill Station
Star Wars Connection
And a crucial new role for the American National Security Agency base at Menwith Hill ... now to be part of the American (it never really went away) 'Star Wars' programme. This was a story that was slow to take off. We had discovered that during the huge development of the base in 1997 two radomes were to be built as part of the new American Space Based Infra Red System (S-BIRS).

A letter from the MOD at the start of 1998 confirmed that Menwith was to be the European Relay Ground Station for the American SBIRS system which has been developed to upgrade the aging US Defense Support Program satellite to detect and give warning of the launch of ballistic missiles. Various PQ's asked by Norman Baker have revealed that this system will be operated and paid for by the Americans and that the two S-BIRS radomes are expected to be built in November 1999 and come 'on line' in February 2000.

We have shared all this information among journalists, reporters, groups, the CAAB website and Yorkshire CND ... the work culminated in early December. We approached Richard Sadler (BBC Environmental reporter) having previously contacted him about the proposed security fence at MHS. He made a three and a half minute news item about this. Immediately after the interviewing we suggested that he might make a much longer programme covering some of the issues around MHS ... which he did. He came to Hull and he went away with a list of the issues, lots of information and another list of contacts he might like to interview. The film focussed on the "Star Wars" angle and was shown on BBC2 in early December. Our careful conversations over the years seemed to pay off when a local farmer and two local councilors spoke out and publically voiced their concerns.

Byelaws
Continuing court action ... and pursuing the MDP from the top to the bottom to get them to uphold the Crabtree ruling of September 1997 concerning the Menwith byelaws. For over a year now we have continually gone to MHS to either take down the signs (after writing first) OR taking them to the civil police at Harrogate Police Station for safe keeping OR informing the MDP on each occasion that we had taken them down and would keep them until the matter was sorted in the High Court OR finally taping INVALID on the invalid signs.

The MDP have manipulated the law and have used arrest/not arrest/report/not report/dearrest ... anything but abide by the Crabtree and Carnwath ruling. We have in our safe keeping over a hundred byelaws signs which the MDP have been informed will be returned whatever the result in the High Court.

Over the last year Chief Inspector Drummond has deliberately resited invalid byelaw signs to well beyond the eyes of the general public and on FP 43 has put them in such a position that is confusing ... and also clear that they have been moved to entrap anyone with an injunction ... we were warned about this. Lindis is now in breach of the permanent injunction something like 400 times ... and still waiting for the case to be brought to court. The Treasury Solicitor has finally asked when it would be convenient and also that it has taken so long because the MDP are having to deal with so many breaches that they cannot keep up with the affidavits for court!!

We have regularly sent lists of suggested Parliamentary questions which have been persistently asked by Norman Baker Lib Dem MP for Lewes since the general election - as has Lord Kennett.

STOA Report
Much interest about the STOA report and the issue of economic spying among the European business community. We were in constant touch with Simon Davies (journalist and Privacy International UK) who produced various articles in the press and media and really brought this issue to the public's attention. We were in touch with Peter Crampton MEP Hull who lobbied MEPs before the debate in the European Parliament in September. A follow-on report is being commissioned.

Medical Standards in Prisons One of the spin offs that has emerged from the awful experience that Lindis had when in Holloway in 1997 (breach of Lakenheath injunction) has been being able to speak out to journalists, writers, film makers and programme makers about the appalling medical standards in prisons also the question of mandatory strip searches. Quite a lot of time has been spent on these issues. Lancaster University are doing a research project into medical standards in all prisons and Lindis will contribute. Her professional body (UKCC) would not take up the issue because of the 'special circumstances'. Out of a very bad experience has come the prospect of something better. Legal action is also still being pursued.

This is just a flavour of 'a year in the life of CAAB' and some of the happenings in the 1998 diary ... here's to a much better year!

JANUARY 1998

New Years Day - Peace News print CAAB letter about USAF Molesworth.
2nd - Write to Harrogate Planning Department asking that a Menwith planning application for a pre-fab concrete garage be withdrawn as measurements are missing.
6th - MHS invalid byelaws notices taken down - Ministry of Defence Police informed from now on that notices would be kept in safe keeping until matter of validity is resolved in High Court.
8th - Discussions with producer re proposed BBC Channel 4 film on Menwith for Mark Thomas show. Fax various documents. CAAB's new computer is delivered.
10th - Yorkshire CND Co-ordinating meeting - CAAB speaks in favour of continuing mixed actions and campaigning at Menwith and against the recent Women's Camp proposal that all action should become women only.
11th - MHS invalid byelaws notices taken down and taken to Harrogate Police Station.
12th - Lindis bailed to Harrogate Police Station - further enquiries made re alleged assault to MDP.
13th - Invalid byelaws notices taken down - arrested and reported for alleged criminal damage
15th - Lindis in Harrogate Magistrates' Court for alleged theft of invalid byelaws notice - no papers in court - adjourned to 28 January 1998. Checked MHS files in Harrogate Planning Office. Invalid byelaws notices taken down - arrested x 3 alleged criminal damage - Lindis had to be protected from Sergeant Quinn by PC Wyatt (arresting officer) - replaced by another custody officer - official complaint made.
20th - Anni and Lindis take down invalid byelaws - arrested and charged for alleged criminal damage.
21st - Invalid byelaws notices taken down - MDP informed.
25th - Article about history of byelaws at MHS faxed to Chris Martin - researcher for Mark Thomas Comedy Project. Received copy of letter dated 19 January 1998 to Sylvia Boyes from MOD which confirms that the European Relay Ground Station (RGS-E) for the new Space Based Infra Red System (SBIRS) will be located at Menwith. 26th - Lindis arrested x 3 for alleged criminal damage to invalid byelaws sign - taken to Harrogate Police Station - charged x 3 (civil police said MDP are under instructions to charge with byelaws offences).
27th - Anni gave telephone interview to an American journalist for the Wall Street Journal (living in Brussels). Anni and Lindis attend Peace Links meeting in Leeds - report on Menwith given. Anni and Lindis arrested for interfering with invalid byelaws sign - reported.
28th - Lindis found guilty of criminal damage to one invalid byelaws sign at Ripon Magistrates Court - £100 fine - £250 costs - £26.62p compensation. Theft of invalid byelaws charge discontinued - costs awarded. Anni and Lindis arrested x 2 attempting to remove invalid byelaws signs - reported for possession with intent to cause criminal damage and arrested again for interfering under invalid byelaws - reported. Lindis informed by MDP that byelaws notice by hedge at main entrance had been deliberately moved so that she would be in breach of injunction.

FEBRUARY

3rd - Anni and Lindis removed invalid byelaws signs at MHS - reported under invalid byelaws. Journalist from De Spiegel magazine rang requesting information on Menwith. Case against Juliet McBride discontinued - Lindis was to have acted as MacKenzie Friend.
7th - Quaker Meeting for worship at MHS. Two invalid byelaws signs moved right back inside the base and just off the public footpath (43) - signs removed - Anni and Lindis removed invalid byelaws notice - MDP informed - reported - Lindis reported for breach of the permanent injunction. Anni and Lindis warned that they were inciting MDP officers to disaffect.
9th - Anni wrote to North Yorks County Council (Footpath Officer) to ask that unlawful obstructions at each end of FP43 (MHS) be removed giving him 6 weeks to remove them before she removed them herself.
10th - Wrote to Tony Blair about pending crisis in Iraq. Phoned BBC Look North objecting to biased coverage about Fylingdales programme.
12th - Lindis removed invalid byelaws signs - reported for breach of injunction.
13th - Vigil in Hull (initiated by Lindis) in response to pending crisis in Iraq. Lindis awarded £1000 after taking civil action in High Court against the Home Secretary for unlawful detention at Holloway in 1997 - gave several radio interviews about this.
17th - Vigil in Otley (initiated by Anni) in response to pending crisis in Iraq.
18th - Vigil outside Main Gate MHS in protest at pending US and UK military action against Iraq. Anni and Lindis arrested for criminal damage - refused to accept custody officer - reported and released. Again arrested under invalid byelaws and criminal damage - again refused to accept custody officer - de-arrested and reported on custody officer's instructions.
19th - Lindis arrested for removing invalid byelaws - reported.
20th - Lindis bailed to Harrogate Police Station - charged with assaulting and obstructing two MDP officers at MHS. E-mailed President Clinton urging him not to take military action against Iraq.
23rd - Chris, Anni and Lindis arrested for attempting to remove invalid byelaws - reported.
24th - Invalid byelaws removed - MDP informed. Revised application of American High School at MHS submitted.
25th - Objection to Harrogate Planning Department re 2 CCTV masts at each end of both public footpaths at MHS. PQ about security of tenure at MHS received from Norman Baker MP Lewes.
27th - Vigil in Hull against Iraq - supported Felicity Arbuthnott - journalist.

APRIL

1st - Anni gives interview to journalist from the London Evening News about Menwith and economic spying. Anni gives telephone interview to Radio Viking about Lindis's committal proceedings for breach of her permanent Menwith injunction in High Court tomorrow.
2nd - Lindis in High Court for 'Motion to Commit' hearing after breaches of permanent injunction. Judge Carnwath hearing case - 15 MDP officers in High Court to give evidence - only allowed to cross examine 2 MDP including Chief Inspector Drummond and an American - Anni is witness for Lindis.
3rd - Second day of hearing in High Court - judgement reserved until 24 April. Anni speaks to Martin Wainwright (Guardian) about Lindis's case.
4th - Decision made by Lindis not to go to American for the conference organised by Citizens for Peace in Space because her mother is very ill (flight already booked). Lindis was to have spoken and given workshop on US bases in UK. Quaker Meeting for worship at MHS. MOD have put new marker posts each end of public Foot Path 43 to make invalid byelaws signs appear to be off the foot path and inside the 'protected area'. 6th - Anni speaks to Schnnews reporter about Lindis' High Court committal hearing.

4th - Contacted Peter Lanyon Suffolk CND after receiving information that USAF Lakenheath 48th Wing was due for a 'functional inspection' of it's nuclear security between 4 -12 May. As a result a Citizen's Inspection team visited USAF Lakenheath on 11 May.
7th - Anni talked to Sunday Times reporter about article on economic espionage at MHS - gave information. Also interested in answer to PQ re recent increase in US personnel at MHS.
8th - Anni and Lindis in Ripon Magistrates' Court (part heard) for criminal damage to invalid byelaws sign - found guilty - Anni fined £50 - £100 costs - £13. 31p compensation. Lindis fined £100 - £100 costs - £13.31p. Request granted by Magistrates to send screwdrivers to Tools for Self Reliance. Summons received for John Quinn MDP Sergeant (private prosecution).

16th - Lindis got on MHS Shuttle bus in Harrogate to prove how vunerable Americans have become since American bombing of Sudan and Afghanistan - bus held up for half an hour - civil police arrived - no further action. 18th - Lindis goes to Barrow to be part of Citizens Inspection Team - drove into VSEL carpark - stayed in car all night in front of security cameras. In morning car and Lindis inside lifted out by fork lift truck - arrested for 'going with intent to cause criminal damage' - held overnight at Barrow Police Station.
19th - Released after being charged under Vagrancy Act 1824 - bail conditions imposed not to enter Barrow.

JCB arrives and told we had one minute to leave or car dragged out to 'a place of safety' - Anni could not get out - negotiated stopping of chains being put on car and eventually allowed to leave. Incident videoed.
14th - Anni and Lindis go to conference in Leicester on 'Militarisation of Space'.
17th - Anni spoke to Yorkshire Evening Post about PQ asked by Norman Baker about when SBIRS radomes are to be built at MHS. (We had asked Norman Baker to ask the question - radomes to be built starting November 1999 and online in February 2000). INVALID byelaws campaign continues at MHS - reported for breach of injunction several times.
18th - Ditto.
20th - Ditto.
21st - MDP discontinues case against Lindis and Anni for alleged obstruction of an officer and highway at Gate 6 USAF Mildenhall. Sean Hutton representing Anni for pending byelaws case writes to court to ask that the case is heard as Anni on bail since September 1997.
24th - INVALID campaign continues at MHS - arrested, dearrested and reported for breach of injunction several times.
25th - Anni meets Chief Insp. Manghnani and Sergeant Sutter (MDP) to finalise complaint against MDP officer who ran her and her electric buggy into a wall at MHS on 4 July.
26th - Lindis researches at Alconbury - car broke down near runway and she had to call the AA - observed by 2 MDP officers who turned their headlights off when she started to read the Guardian! Given an Aggravated Trespass warning under Section 69 of the Criminal Justice and Public Order Act.
27th - Lindis meets Lord Kennett at his home in London to discuss MHS and other US bases in UK - he agrees to ask PQ's on our behalf about these matters.
29th - Blockaded gate at USAF Mildenhall in protest of American presence in this country.

DECEMBER


1st - Meeting between BBC directors and producer of Richard Sadler's MHS film re possible 'D-notice'. Check Harrogate Planning Department - MHS application for 25 CCTV cameras, mainly around the Operations Area - 22 on top of 3.9 metre high posts, 2 fixed to buildings at roof level and one on top of 8 metre high metal tower.
2nd - Post out newsletters (CAAB 8)
3rd - Richard Sadler's film on new Star Wars role for MHS shown on BBC2 'Close Up North' programme. Anni spoke to French reporter from Radio France International about MHS and history of protest.
5th - Quaker Meeting for Worship outside MHS
8th - Lindis arrested in MHS Steeplebush II cafeteria after wandering in through open door and kitchens - escorted out by MDP and then de-arrested.
10th - Check Harrogate Planning Department - no new MHS applications.
12th - Yorkshire CND AGM - CAAB report produced.
15th - Meet French reporter from Radio France International for interview about MHS and Echelon for radio and internet website programme.
16th - Application by MOD for permanent injunction against Lindis in High Court at USAF Alconbury.
